Minecraft PE is part of the Bedrock Edition ecosystem, while Supplementaries is distributed through the Java mod ecosystem. That means the usual Fabric, NeoForge or Forge files are not native mobile Bedrock add-ons.
Why the file format matters
Bedrock add-ons and Java mod loader files are built for different runtimes. Copying a Java JAR into a mobile Bedrock folder does not make the content load.
Mobile Java is a separate case
Some advanced Android setups can run Java Edition through specialized launchers, but that is different from standard Minecraft PE. Compatibility then depends on the Java launcher, device resources, loader support and mod versions.
Avoid misleading mobile downloads
A page that promises a one-click PE conversion of a Java mod should be treated carefully. Verify the edition and package type before installing anything.
